The aim of the event is to illustrate the main impacts of Measure 17 after six years of implementation, highlighting the implications for national planning, the progress of public expenditure, the insurance market components and communication to the general public.
With around €1.7 billion of public contribution already disbursed since 2016 - and 0,5 disbursable including support to Mutualisation Funds - Measure 17 "Risk Management" financed under the 2014-2020 National Rural Development Programme, represents the main support tool for Italian agriculture in the field of crop protection against climatic and phytosanitary risks, as well as animal diseases.
The reimbursement of up to 70% of the cost of the insurance policy and of the membership fees to the Mutualisation Funds represents a concrete help to protect the incomes of farmers and breeders.
Over the six years from the entry into force of this precious instrument co-financed by the EAFRD and Italy, the Public Administration has perfected its planning strategy, passing from a National Agricultural Insurance Plan (PAAN) with targeted interventions to a broader one breath, Agricultural Risk Management Plan (FRMP), starting in 2019, also developing an ad hoc communication campaign aimed at the general public.
The workshop therefore intends to provide a historical picture of the impact of the Measure in terms of companies and insured values, as well as the choices made by farms to protect themselves from risks; also giving space to the stakeholders' point of view - ASNACODI (National Association of Defense Consortiums), Coordifesa (Interregional Consortium for the Defense of Adversity in Agriculture), ANIA (National Association of Insurance Companies) and IVASS (Institute for Insurance Supervision).
